Minato Nara (not fourth hokage....)

Minato looks identical to the fourth hokage which really makes people think him of a reincarnation. In truth he thinks that it isn't exactly correct as he was born in the Nara clan and is not an uzumaki. He is ten and is usually wearing Obito-ish goggles when participating in something like racing. Minato is usually wearing a top with swirls on it and usually hides the talisman he wears around his neck. The only thing that he has that separates him from the hokage is a small scar on his neck. Usually nobody can tell he's a Nara until too late.
Personality: Minato is almost like Naruto when it comes to clumsyness, pranks and the like. He loves to race, wearing orange goggles everytime he does since he thinks it prevents the sun from driving him off course. Minato is almost never bored as he runs away from alot of villagers due to his pranks. He even likes to try painting hokage faces (especially fourth's for some reason). Another Naruto like part of him is how much he likes ramen. He'll eat it as a snack or as a dinner, breakfast or lunch (bwa ha ha ha).
Minato takes as much responsibility as the hokage did. He'll blame something on hiself whenever a friend gets caught mid-prank, saying he dared it hiself. As an orphan hiself he takes up responsibility by working for the hotel he somehow got a home in. Although he sleeps in the basement of the hotel, he respects it as much as he would to a leader. He'll work for anything, determination is his major goal.
He HATES being called a reincarnation of the fourth hokage. That, and being called a monster. He is usually brought to tears at this insult as it hurts him to the core. He tries his best to keep the very thought of it away. But his life of being shunned by the village and the Nara clan makes it hard. He pranks to get some sort of respect or reputation. His dream? He wants to be a hokage hiself and do something way bigger than any of the hokages....especially a certain fourth...
A Nara part of him is the smarts. In battle he is a strategist. Although he doesn't do well in the shadow arts, he can still find another way of defeating the opponent or at least inflicting a wound. He has the same technique as the fourth hokage and can move faster than any shinobi in his generation. Another tatic is using electricity. He doesn't have it yet but when he does he'll be able to summon toads. ^^
History:
Growing Up And Escaping the Orphanage.
Minato spent a lot of his life in the orphanage. He had a small marking on his neck that many said was a lightning shaped scar, but it was actually a birthmark. Minato learned vocabulary and most things early, as he had a Nara's intellegence and he became one of the smartest in class. At four he was able to do grade two math. He spoke really well and read the dictionary so he could try and come up with a word to confuse his teacher with. The teacher sometimes tried to locate a word Minato didn't know and they were rivals in vocabulary.
He didn't have many friends. Minato couldn't for all the kids learned of his secret. At first, they called him Harry Potter for the lightning shaped scar at his neck.. Minato had to rely on only one thing to be his friend. The orphanage cat, which only came up to him for petting. Since Minato could remember, he was always followed around by animals. Usually toads and weasles, which sometimes freaked out the teachers and nurses. He always came back with one and set up pranks by stuffing a weasle in the teacher's desk drawer. He got in trouble a lot.
When he turned five he was given the duty to speak to the head of the orphanage and lead the way.This was the first time he was called a reincarnation. The head orphanage shrieked that at him on first meeting, which freaked Minato out so much he ran to the teacher and hid under her desk, where the weasle from earlier blinked in total confusion. Minato was afraid of the head orphange person after that and always dodged him whenever possible. If told to talk to the man he'd tremble and shake at the man's presence, and usually had to be dragged into the man's office.
Two years later, he got over it, and was a little bit mad at the man as he decided to prank the man so badly it would mark his place in this orphanage forever. He put as many animals as possible in the drawers of the desk. He caught the cat and tied her to the ceiling, with a loose knot that would slip at the right time. He was carefull to put a small puddle of water near the chair and then climbed up to the ceiling and waited beside the cat's dangling self. The man entered and sat at his desk. Minato waited for him to open the drawer. The man shreiked like he did before and tripped on the slippery water, flying in the air and landing on his butt. Minato loosened the cat and the man hollered in pain as the cat clawed on his head. Minato watched snickering wildly as the cat tore off the man's wig and the now bald man had to call animal control.
Minato tried to sneak out super fast but he was caught by an angry teacher at the door. The only thing he could say was ''Oops?'' The teacher and the man threw him out the office and began speaking. All Minato heard was them talking about his behavior, and he heard the term reincarnation from the room. He heard the words Nara, which confused him a little as he had never heard of that before. Later the teacher came and told him the news. He heard her saying she was going to take him to a new orphanage for ''troubled'' kids. Minato knew what that meant and asked when. She replied with next week.
Minato knew what he had to do. Without any answering to the watching kids, he packed as many things as he could. He even collected some kunais from outside, courtesy of the toads being surprisingly easy to command. After this he calculated what time to leave at. ''What are you doing?'' She asked as Minato turned around. She was a red haired girl with two white markings under her eyes. Her hair was in a ponytail and she wore an orphanage dress. It was obvious she had recently arrived as he'd never seen her before. Minato blinked. ''I'm packing.'' The answer seemed to shock the girl. ''Why?'' ''I am leaving soon.'' The girl tensed up as she shifted nervously. ''Well, would you mind if I be friends with you until you leave? Them kids don't like me much.'' She offered. Minato smiled a little. ''Sure.''

She also had a strange birthmark that didn't hold a bijuu but represented her clan. Kushina explained it all to him, how she got here and that she thought the orphanage was too strict. Minato explained his life here, but told her he didn't know how he got here. Kushina showed him her fave possession, a talisman, with several intricate patterns on it. Minato asked what it was made of, and she replied that it was made of crystal that holds her clan's special chakra. If worn by somebody other than herself, the necklace would keep demonic chakra from taking over. Minato was fond of her, their friendship better than anything he'd ever seen before.
On the day of leaving, Minato asked if she would come. Kushina answered with a yes, that made Minato grin. ''I promise we will make it.'' He told her, just to make her smile. The night they were leaving they took the vents. They got to the outside doors and climbed out of the vents, just to here a voice that made them both scared stiff.
''And what are you doing out here?'' The teacher asked. Minato didn'tt answer. He grabbed Kushina and ran as fast as he could. The chase was long, and they were reaching an alley to escape, when Kushina tripped. The teacher grabbed her ankles and she cried out. Minato yelled and tried to tackle the teacher, but even as Kushina got free she was surrounded by ninja. Eyes wide, she turned to the fighting Minato. Minato cried out as a chakra barrier came over him and he could not escape. Kushina screamed to let him go but it wasn't working. This was when IT happened.
Minato used an electric jutsu to get out of the barrier. He landed and was ready to kill the teacher when a talisman held him back. Kushina threw it to him in an attempt to stop the fightin. It worked, and Minato fell to the ground. Kushina spoke sadly as she told him to run. ''NO! I WON'T LEAVE!'' Minato cried. ''I promised you we'd make it....'' Kushina smiled at the terrified Minato. ''It's okay. Keep the talisman, it will help. Goodbye Minato. I told you we'd be friends until you left....'' Minato ran, looking back as he did, scared to leave but having to. Kushina was never seen after that. Some said she was locked up forever, others said she killed herself. But one thing was for sure, it would change Minato forever.
The Hotel and The Academy (almost done)
Minato never forgave the orphanage after. He was now homeless, without money and only having the weapons and the small amount of food that Kushina and him had stolen from the dinner table. Sad and alone again he found a Nara who told him his true clan and offered him a home. Minato refused the offer as he was too depressed to accept anything as of now. He thought he'd never get out of it. He glanced up to the Hokage mountains briefly as he moved, holding on to the talisman with almost an unforgivable grip. He looked to the fourth hokage and cursed loudly. He ran on.
He passed by many people who thought he was a reincarnation and kept on bugging him for autographs and hand shakes. He tried to ignore it but once in a while he'd just scream he was his own self. He finally found a home when he found a flier for Hotel Waiters. He blinked as it came to him he should try it. He knew he was 9 and quite underage, but he knew how much he needed this. He went to the place fast. Approaching a large white building, he imagined living in one of those rooms. Smiling he tried to make a good impression.
After many explanations it became clear to him the room he was wanting would not come. The hotel manager told him he was very underaged and it would lead to lawsuits. Minato told the man he would serve the food as fast as possible and do the best job around. The hotel manager said no again, thinking nobody could be fast enough. But the secretary had a different idea. She talked to the manager that this boy looked exactly like the fourth hokage and, even though he was young, he could attract a crowd, meaning more people would come to the hotel just to get their food served by a person like that. The manager thought of it, then tested Minato with how well he would be at this. Minato was so fast the manager nearly missed him by blinking. Minato asked if that was okay. He was hired without any problems.
The manager was a cheap man, so he gave Minato a home in a corner of the basement. Minato took it okay, and continued to work for the manager, thinking of what else to do. Minato looked to the hokage faces again, this time not cursing. He quietly took out a small piece of paper and wrote. This is my dream, my goal and my idea. I want to become hokage, for Kushina, for the fourth and for my life. i want the reputation of greatness, and I want to be able to do better than all the hokages put together....
He smirked as he wrote the next line. Time to start the academy.
Later on he has passed the academy with straight A and is ready for a sensei. He's the most determined person in class as well as the class clown. He is training whenever he isn't having ramen or pranking.

Speciality: Minato has the bloodline of a Nara, meaning he can use shadows. He is not as good as the others, only able to control a person for 10 minutes. This small thing is only used when needing info from somebody or for quick gettaways. His intellegence in strategies in superior to others his age. Later on, not now, he will gain the toad summoning technique. He can manipulate electricity somehow.
Learned jutsus: Um....Shadow Manipulation (only for ten minutes and it takes a lot of chakra). Electric manipulation
Elements: Electricity.
Weapons/items: A few Kunai, shuriken, One demon wind shuriken, first aid and the talisman.

Nara Clan's shadow manipulation isn't a bloodline, its a secret clan technique.
And six tails... You have to apply for that first.Besides, someone already has the six tails.
So for now... Not Approved. (And you might want to rank yourself as Genin instead because Academy Students barely know any jutsus to begin with.)
Oh, and since you are from Nara, your appearance should be... different. If not, you might want to explain that.
EDIT: Nvm... I forgot that part... Sorry. And apparently six tails is open... but like I said, you'd have to apply for that first and get it approved.

He is a reincarnation he just doesn't like it.

Just a reminder, the talisman thing. Naruto destroyed that when he went kyuubi form... So the necklace has been destroyed, because you're basing that off of the necklace Tsunade gave to Naruto to control the Kyuubi (Nine Tailed Fox). Fix that part and you should be good to go.
