Due to the absence of a Raikage in Kumo, I offer to fill in that role until someone more suitable can be found or volunteers. I present this character as the Rusuban Raikage, someone who will step down when a worthy candidate presents themselves.

Personality: Rei is a stern man, but also compassionate to his friends, family and Village. When it comes to rules and traditions, he is very strict and follows them letter by letter. This caused him some moral turmoil when he took on the role of Raikage, as Hissori clan members are not allowed to get involved in Village politics. He is willing to lay down his life for what he believes in and in the protection of Kumogakure and its people.

History: Rei was born into the Hissori clan, a family of ninja that specialised in stealth and hunting. A descendent of the eldest son of Ryoushi Hissori, he inherited his blade, Fuuri. He was typical of his clan, hard-working, stoic, and a skilled ninja. Seeing the world as it was, full of peril and darkness, he vowed as a teenager to do whatever it took to protect the light of Kumogakure. He worked at this goal, year after year, under the tutelage of his father. He learned many things, such as the kenjutsu and ninjutsu of his clan, as well as medical ninjutsu.

However, for Rei it was not enough. He saw the power of the Raikage, and he wanted it. When this desire became known to his father, he sat Rei down and explained one of the principle tenets of the Hissori clan; never get involved in Village politics. This was decreed by Ryoushi Hissori to allow the clan a degree of anonymity, so that others would not be tempted to wipe them out and of course, to defend against the corruption that kind of power brought. Rei was originally bitter about this, but as the years past, he grew to accept this decree. He eventually found himself, like the rest of his family, shying away from positions of absolute authority, in fear that it would corrode his integrity.

During his time as genin, he did not spend it as others usually did. After graduation from the Academy, he was not placed into a team of other Academy ninja. Instead, he returned to his clan and was placed in a squad made up of his fellow clansmen. They taught him all the ways of the clan in battle. They took him on many dangerous missions, but he survived and grew strong.

Eventually, time came for him to sit the Chuunin Exams. Due to “Team Of Three” rule, he was forced to become part of a team of genin that did not come from his clan. This led to some discomfort on his part, since he was not used to being in the company of any other than those of his family. Regardless, he made the effort to involve himself with his new-made companions so that they would not get in each others way in the tasks to come.

During the Written Exam, Rei used his Keiji to spy the answers off another participants’ sheet. His companions, Aikou and Katai, also managed to successfully pass, with Aikou using her intellect and Katai ripping the answers out of another persons’ mind with his specialist technique. Moving onto the next round, they were told to collect a heaven scroll from another team in The Forest Of Death (as the exams were being held in Konoha at the time. Thanks to Rei’s tracking skills, Aikou’s strategic strength and Katai’s ability to rip answers out of peoples minds, they found a team with a heaven scroll and took it from them. The beginning of the teams' troubles began here.

While Aikou wanted to let the opposing team go free, Rei believed that it would be safer to incapacitate them so they would not follow and try to take back the scrolls. Katai on the other hand wanted to kill them, just to be on the safe side. Split on the decision, Katai distracted his teammates with a genjutsu. Rei was not affected, thanks to his Keiji, but Aikou was, and she attacked Rei forcing him to defend himself while Katai killed the opposing team. Releasing Aikou from the genjutsu, Katai declared the matter closed and carried on towards the tower.

After this event, things were always strained within the team. Aikou was angry at herself for not acting quicker and Rei, for defending himself when he should have defended the other team. Katai looked down on them both for allowing mercy to interfere with their goal. Rei was just saw it as the normal dysfunction he had expected of the people outside his family. By the time the finals arrived, they had all stopped talking with each other.

Aikou, still distracted about what happened in the forest, lost her match. Katai slaughtered his opponent, bombarding his mind with terrible visions that made him rip himself apart. Rei took the more straight forward approach, and brought his opponent to his knees after ten minutes of ceaseless attack. After the Chuunin Exams, both Rei and Katai were made chuunin, but Aikou was left behind. Due to the fact he was only in the team to enter the Exam, he was now homeward bound, but before he left, he made up with Aikou and made sure that they would stay in touch.

Rei went on many missions after becoming a chuunin. He learned some new tricks too, such as summoning crows and weaponry, even opening the first four chakra gates. He didn’t just do missions though. He kept his word to Aikou and met up with her often. Inevitably, they fell in love and married. Shortly afterwards, however, an old friend would return and nearly ruin it all.

Katai had grown very strong, and was an extremely powerful genjutsu user. Thanks to his innate ability to rip into peoples’ minds, this area of the ninja arsenal came naturally to him. Unfortunately, he was a sadist and loved seeing people in pain, emotionally or physically. His only fear was the Hissori clan, whose Kekkei Genkai could see right through his illusions. He hatched a plan to destroy the Hissori clan, but before he could even begin it, he came across Aikou, who instantly recognised him.

His plan relied on surprise, and he had heard of Aikou’s marriage to Rei. She didn’t have a chance when Katai but his genjutsu on her. Rather than kill her straight away, it put her in a coma that would slowly (and quite painfully) destroy her. He did this because he knew just how much Rei loved her, and wanted him off form. When Rei heard what happened, he knew who was behind it at once, and guessed his plan thanks to the amount of times Katai had asked him questions about the Keiji.

Hunting him down was easy, despite the number of traps Katai had set. Sending a crow to warn his clan, Rei found and fought with Katai before he could reach his clans’ outpost. During the fight, Katai reached deep into Rei’s mind and tried to disable him directly, knowing that genjutsu would not work. However, Rei had been training not just in body, but also in mind and was able to deny Katai his mind and kill him. Aikou was still in a coma; despite the fact the caster had been killed. Using all his strength in medical ninjutsu, Rei’s father pulled Aikou out of her nightmare. Sadly, the genjutsu was too powerful to be denied, and it took the life of Rei’s father.

Shortly after his father’s funeral, Rei was awarded the rank of jounin in appreciation of his skill in defeating and eliminating Katai. Aikou, weakened badly by her encounter with Katai, gave up the life of a ninja and settled down with Rei in the Hissori outpost. They had a son, whom they named Munashii. Rei tried to train Munashii like his father taught him, but he was a difficult child. Eventually, they took him to the tomb of Ryoushi Hissori, where he was changed and embraced his purpose. Rei watched with pride as he saw his son become a fine ninja.

A while later, demons attack Kumogakure, and Rei and his clansmen took up their swords in defence of their home. Even Aikou fought, but unfortunately she and her husband were separated and she was killed. Soon after, Munashii’s Chuunin Exams started and Rei passed on a scroll from Ryoushi Hissori’s tomb that contained a defensive wind element technique that Munashii found quite useful. The Clan Elder took ill and went into the tomb himself to get the scroll and to ask the founder of the clan who was the one to take over the role. It was revealed that Rei was to be the new Clan Elder. When the Elder died, Rei was accepted as the new leader.

When the Raikage, Yoshimo Izoto, left Kumogakure for unknown reasons, no-one stepped forward to claim the title. Knowing that the Village would be attacked if not headed by a strong ninja, Rei took council with the spirit of Ryoushi Hissori and it was agreed that Rei would take up the mantel of Raikage until a more suitable replacement was found. Disguising himself and giving a different name to protect the anonymity of the Hissori clan, Rei took up the slack and waited for a new Raikage to be chosen. As time went on, the Hissori clan slipped into obscurity and Rei started getting uncomfortable in his role. He was determined to find a better person for the job so he could go back to his people.

Basic E-D leved Ninjutsu.

Weapons/Items:
Long bladed katana made of chakra absorbed material, which allows him to use his sword ninjutsu.
Weapon summoning scrolls.

Goals: To protect the Village until his last breath. To stand in as Raikage until a new one can be found. To find a new Raikage so he can go back to his clan.
