First and foremost, the rasengan techinque in general is an A-rank technique. Secondly the rasengan technique was passed down to those who were in terms with Naruto, Kakashi, Jiriaya, Minato Namikaze. Third, the rasengan technique is a ninjutsu (unless you have something else in store for the rasengan to be a genjutsu). Inititally it is a ninjutsu but if it is a genjutsu, explain the affects it would have on the opponent whom is getting targeted
