I'm going to assume something here. The Cloud village, is the blacks village. I think the author based a bit on real world happenings. Konoha would be like the more like Japan, not many black people at all.

First of all none of them are white. No one in Naruto is white. Their skin just looks like that. They are all japanese people. I don't know what it is with Japanese people and white looking skin, but they seem to prefer it.

For an anime character what would you want? Slanted eyes and yellowish skin? Those are stereotypes that we apply to asian people that they don't see in themselves. Esepecially when they are drawing ridiculously exagerated characters. I don't know about you, but I don't know any white people that have natural green hair and eyes 4 inches high.

Also, have you ever seen Japanese people cosplay? They do a HECK of a better job than we "white" people do. Do you think they could pull that off if the anime characters were drawn "white" ?
