This jutsu can not be approved for many reasons, im to lazy to say all tho so i will give a few.

For one, you would have to know every summon your opponent is capable of to us this jutsu. The reasoning with this is because you would have no knowledge of who was the weakest, and who was the strongest without knowing every summon.

Also, you would have to be part of the person's summoning contract as well. For example, the Gama contract. This is because, technically, you are summoning the "Weakest" summon that person has.
