Ok, so i cannot figure out how this is done. I have seen some images that people have made where it looks like it came straight out of a manga. Any ideas on how i can do this?

You gotta make a clean of it with a editing program like gimp. You just draw all the out lines in black lines, color the lines in, and shade from there.
